Section 6(2) in Jammu and Kashmir Nursing Council Act, 2012
(2)Unless otherwise prescribed, thirteen members of the Council shall form a quorum, and all the acts of the Council shall be decided by a majority of the members present and voting or in case of any equality of votes, by casting vote of the President of the Council or, in his absence, of the member presiding at the meeting.
