Section 51(1) in Bihar State Universities (Patna, University of Bihar, Bhagalpur and Ranchi) Act, 1960
(1)The State Government may at any time by order published in the Official Gazette, constitute a Commission which shall consist of a Chairman and such other members as the State Government may appoint, and the order shall define the procedure to be followed by the Commission.
