Section 224(a) in The U.P. Municipalities Act, 1916
(a)construct water-works within or, subject to the provision of sub-section (2) of Section 120, outside the [municipal area] [Substituted by U.P. Act No. 12 of 1994.], and may carry such works through, across, over or under any street or place, and after reasonable notice in writing to the owner or occupier, into, through, over or under any buildings or land;
