(2)The authority empowered to grant leave may either commute retrospectively such period of absence without leave into extra-ordinary leave or may treat such period of absence without leave as amounting to a break in service entailing forfeiture of his previous service, and may pass orders accordingly :Provided that before issue of any order under this sub-rule Me authority empowered to grant leave shall offer the concerned employee an opportunity of hearing.
