(2A)[ If any doubt arises to whether a particular payment is a part of total emoluments or not, the matter shall be decided by the commissioner whose decision shall be final] [Sub-para (2A) inserted vide Notification No. PF 1/2(114)/56-1 dated 10.1.1958.].
