Section 70(5) in The Chhattisgarh Municipalities Act, 1961
(5)The President shall be the Ex-officio-Chairman of the President-in-Council and shall preside over the meeting of the President-in-Council, if present. In the absence of the President, the members present in the meeting shall choose one of them to preside over the meeting.
