Section 59(4) in Haryana Panchayati Raj Finance, Budget, Accounts, Audit, Taxation and Works Rules, 1996
(4)The last payment of the employee's pay and allowances in the event of his transfer or quitting the service of the Panchayat Samiti or Zila Parishad either on resigning or for any other cause shall not be made until it has been ascertained that there are no amounts or demands outstanding against him. A certificate to this effect signed by the Executive Officer or Chief Executive Officer, as the case may be, shall be attached to the bill in which such claims are drawn.
