Section 11(3)(b) in The Haryana Motor Vehicles Rules, 1993

(b)if the photograph affixed to the licence impounded is not in the opinion of the licensing authority such, as can can be transferred to the duplicate licence, the holder of the licence shall, on the demand of the licensing authority furnish two clear copies of recent photograph of himself, one of which shall be affixed to the duplicate licence and sealed.
