Section 189(4) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(4)Candidates who pass the preliminary professional examination shall be placed on a roster for selection to undergo the final qualifying course. The order on the roster shall be determined by the date of passing the preliminary professional examination, candidates who pass on the same date being arranged in order of seniority.
