Section 2(j) in Manipur Societies Registration Act, 1989
(j)"Votes of three-fifths of the members" means the votes of at least three-fifths of the total number of members of a society, given at a general meeting of the society convened according to its regulations, including votes by proxy where voting by proxy is allowed under the regulations.
