(6)An institution will be classified according to the instructions actually provided for during the year and not according to the affiliations received. For example an "Intermediate" College which has received affiliation for "Degree" classes or primary school which has obtained departmental sanction to open middle school but has not actually started such classes will be returned as an "Intermediate College" or "Primary School" as the case may be.(G.I. letter no.
