Section 62(4) in The Port Of New Mangalore Rules, 1976
(4)The registered steamer agents shall be required to open a deposit account for such amount as may be fixed by the Conservator of the Port so as to meet their obligation for prompt payment of port charges for the services rendered to them by the port.
