(1)Notwithstanding anything contained in Chapter III the Board may make special regulations for regulating the behaviour and conduct of pilots or harbour-masters, and may provide that any breach thereof shall render the person committing it liable to a penalty not exceeding two hundred rupees in addition to such punishment in the form of suspension, dismissal or the like as the Board may deem expedient to inflict.(2)Such regulations shall have no effect until they have been approved by the Government and published in the Official Gazette.
