Section 48(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)The Head of a State and the Governor of a Province, Territory or Colonial possession, if residing in or near the port, shall receive the first visit from the Senior Officer in command of Indian Naval ship or squadron visiting a foreign or a commonwealth port. This visit will be returned in person to Flag Officers and Commodores, and by a Aide-de-Camp or other officer to officers of lower rank.
