Section 5(1) in The Assam Alienation of Land (Regulation) Rules, 1980
(1)On receipt of the reports of enquiry under the preceding rule the Collector may, if he is satisfied that the transferee is not in his opinion unsuitable and that the proposed alienation is not prejudicial to publish interest, accord sanction for the alienation of the land or, if he is not satisfied, withhold his sanction.
