Section 4(1) in The Orissa Excise (Methyl Alcohol) Rules, 1976
(1)Any firm or person desiring to obtain an exclusive privilege to instal a plant for manufacture and supply of methyl alcohol at any place within the State of Orissa shall apply in writing to the Government through the Collector of the district where the plant is to be situated.
