Section 3(2)(a) in The Rajasthan Colonisation (Bhakra Project Government Land Allotment and Sale) Rules, 1955

(a)No person shall be entitled as of right to a grant or to become a tenant and the Government of Rajasthan hereby reserves to itself and retains absolute discretion in the selection of tenants for the land referred to in these Rules.
