Section 16(2) in Punjab Document Writers Licensing Rules, 1961
(2)A second appeal from the order of the Commissioner of the Division shall be to the Financial Commissioner within a period of ninety days of the order of the Commissioner:Provided that an appeal under sub-rule (1) or sub-rule (2) may be admitted after the period prescribed therein, if the appellant satisfied the Commissioner of the Division or the Financial Commissioner, as the case may be that he had sufficient cause for not preferring the appeal within such period.
