Section 20(2) in The Bihar Land Reforms (Fixation of Ceiling Area and Acquisition of Surplus Land) Rules, 1963
(2)In the event of default in paying the consideration money or any instalment thereof fixed under sub-rule (1), the entire outstanding amount may be realised at the discretion of the Collector as a public demand which shall be a first charge on the land.
