This Writ Petition has been filed by the petitioner for issuance of a Writ of Mandamus, directing the respondents to grant permission and protection to the cultural dance programme to be held on 30.09.2014 at Chithanenthal Village, Kariaptti Taluk, Virudhunagar District.
2. By consent, the Writ Petition itself is taken up for final disposal.
3.Mr.N.S.Karthikeyan, learned Additional Government Pleader takes notice for the respondents.
4.Heard the learned counsel appearing for the petitioner and the learned Additional Government Pleader appearing for the respondents.
5.In the affidavit, it has been stated that every year, the villagers used to celebrate ?Ayyanar Koil Puravi Eduppu Vizha? in the tamil month of ?Purattasi?Arulmighu Sidhdhi Vinayagar, Arulmighu Alagunatchi Amman Kovil at Chithanenthal Village, Kariaptti Taluk, Virudhunagar District and devotees from various parts of the State used to visit the temple and offer their prayers. In this year also, the villagers have decided to celebrate the said festival on 30.09.2014. In this regard the petitioner has sent a representation, dated 24.09.2014 to the respondents seeking permission to conduct the dance programme. But the said representation has not been considered so far. Hence the petitioner has come forward with this Writ Petition for the relief stated supra.

Today when the matter is taken up for hearing, the learned Additional Government Pleader submitted that on an earlier occasion, this Court by accepting the submission of the learned Government Advocate, imposed 23 conditions to conduct Adal Padal programme and if the same conditions are imposed the respondents will consider the application of the petitioner. The condition imposed by this Court on an earlier writ petition is as follows:

7.The learned Additional Government Pleader would further submit that the organizers of the function should pay the charges for the police protection in terms of the Police Standing Order.
8.The learned counsel appearing on behalf of the petitioner submits that the petitioner would abide by all the above said 23 conditions, which are enumerated by the second respondent Police and ready to pay the charges for police protection.

8. In view of the above, the respondent Police is directed to give necessary permission by imposing the above said conditions for conducting the Aadal Paadal Programme on 30.09.2014. Further, this Court directs the respondent police to pass necessary orders on receipt of the representation incorporating the conditions as enumerated above.
9. The writ petition is disposed of with the above directions. No costs.
