(1)Except with the sanction of the Inspector General, the number of prison servants (that is, cooks, sweepers, hospital attendants and Nursing Orderlies) shall not exceed 10 per cent. of the prison population.(2)It shall be the duty of the Superintendent to see, that the percentage of prison servants is maintained, and that, no prisoner is employed for private work by any one except in accordance with these rules.
