23. Selection by the Appointing Authority.
- Subject to the provisions of Rule 8 the Appointing Authority shall select the candidates who stand highest in order of merit in list prepared by the Commission under Rule 21 provided it is satisfied, after such enquiry as may be considered necessary that such candidates are suitable in all other respects for appointment to the post or posts concerned.
