Section 17A(viii) in The Control and Management of Ferries Rules, 1968
(viii)that the lessee shall be bound to cross over at any time during the day and night beyond the schedule timings free of the charge, any Minister of the State of Assam, Indian Union, the Chief Minister and the Governor or Assam, both the senior most Commanding Officers of Regional Army Unit and Assam Rifles in Assam, the Prime Minister and the President of India wishing to cross with his conveyance, baggages and animals if and when ordered by the Director/Executive. Engineer/Sub-divisional Officer, as the case may be. The lessee shall be entitled to realise tools for crossing traffic by such special trips from all concerned inclusive of Government employees irrespective of whether they are exempted or not from payment of tolls under conditions 19 of the lease, but excluding those mentioned above, at the following rates :
