(1)The Council shall provide well-planned continuous open drains for sewerage and storm water with best available gradients and method of disposal and it shall provide for daily flushing or cleansing a sewerage system. The sullage drains shall be properly maintained and shall not be allowed to be used as latrines and urinals. If a holding has open space its liquid waste shall be allowed into a soakage pit on its own grounds. If this is not possible an impervious cess-pit shall be provided, the contents of which shall be removed daily.
