Section 13(4) in The Assam Technical Education Service Rules, 1981
(4)Selection shall be made on the basis of merit with due regard to seniority in case of promotions stated thereinbefore under sub-rule (3) of Rule 12 enumerated under items (ii) and (iii). All other selections shall be made on the basis of merit only.
