46. Submission of reports to, and correspondence with, ministers instruction.
- Whenever local subordinates are asked by Honourable Ministers to enquire into any matter or make reports, the reports should be sent through the Head of Department concerned and concerned department in the Secretariat. The Heads of Departments should not correspond direct with Honourable Ministers and that all correspondence with the Ministers should go through the concerned department in the Secretariat.
