Section 289A(4) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(4)Seniority and Command. - Honorary Commissioned Officers irrespective of their rank shall be placed in the order of their Master Chief Petty Officer I or II rate, below regular commissioned officers of the General and Special Duties Lists but above the Master Chief Petty Officers. The granted of honorary commission does not confer any additional power of command.
