(2)The competent authority may, on receipt of an application for such transfer, if it is satisfied that such transfer is for the furtherance of the object of the private school and that the proceeds resulting from such transfer are to be wholly utilized in furtherance of the said object, grant prior permission:Provided that no permission applied for under sub-section (1) shall be refused by the competent authority unless the applicant has been given an opportunity of making representation.
