Section 2(a) in The Orissa Petroleum Products (Sale by Retail Outlets) Order, 1978
(a)"dealers" in relation to a retail outlet means any person who carries on, directly or otherwise, the business of sale, or storage for purposes of sale of petroleum products in retail outlet and includes his representative or agent;
