Section 31(4) in The Delhi Technological University Act, 2009
(4)A new Statute or a Statute amending or repealing an existing Statute shall not be valid unless it has received the assent of the Chancellor, who will take into consideration the views of the concerned department while deciding the matter :Provided that if the Chancellor does not convey his decision within ninety days of the reference received by him, it shall be deemed that the Chancellor has given his assent to the proposal.
