Section 28(5) in The Bihar Land Reforms (Fixation of Ceiling Area and Acquisition of Surplus Land) Rules, 1963
(5)If the land-holder fails to submit his written statement without any just or reasonable ground within the period of 13 days of the service of the notice or such further time as the Collector may allow, the Collector may proceed to determine the claim ex-parte.
