Section 11(1) in The Maharashtra District Planning Committees (Conduct of Meetings) Rules, 1999
(1)The Member-Secretary shall place before the Committee the plans received from the Constituent Local Bodies of the Committee for their consideration. After consideration, these plans shall be prepared by the Member-Secretary for the District as a whole;
