Section 3(2) in The Merchant Shipping (Registration Of Sailing Vessels) Rules, 1960
(2)Every such application shall be accompanied by(a)a declaration of ownership by the applicant in SVR Form II or III as the case may be;(b)the documents of title to the vessel;(c)the builder's certificate; provided that, in any case in which it is not reasonably practicable to produce the builder's certificate, the registrar may dispense with the same.
