22. Publication of approval of draft scheme.
(1)The Government shall, by notification in the Official Gazette, publish its approval to the draft scheme.(2)A notification published under sub-section (1) shall be conclusive evidence that the scheme has been duly made and approved. The scheme shall thereupon become final and shall be hereinafter called the "approved scheme".
