(a)"Act" means the Orissa Municipal Act, 1950 (Orissa Act XXIII of 1950) and all words and phrases used therein shall have the same meaning assigned to them by the Orissa Municipal Act, 1950 (Orissa Act XXIII of 1950), hereinafter referred to as 'the Act';
