(2)The decision of a Civil Court (not being the Court of a District Munsif or a Court of Small Causes) on any matter falling within its jurisdiction shall, except in so far as such decision is inconsistent with the provisions of this Act, be binding on the parties thereto and persons claiming under them in any proceeding under this Act before a Tribunal or Special Appellate Tribunal or a Judge of the High Court under sub-section (2) of section 46 insofar as such matter is in issue between the parties or persons aforesaid in such proceeding.
