16. Power to make rules. -
(1)The State Government may, by notification, make rules for carrying out the purposes of this Act.(2)In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:-(a)the terms and conditions of service of the Chairman and other members of the Commission under sub-section (5) of section 4;(b)the manner in which an inquiry is to be made for removal of the Chairman or any other member of the Commission under section 5;(c)the terms and conditions of service of the Secretary of the Commission under sub-section (3) of section 6;(d)any other matter which may be, or is required to be, prescribed.
