Section 30(b) in West Bengal Apartment Ownership Bye-laws, 1974
(b)The owner or occupier of an apartment shall grant right of entry in the apartment to the owner of any other apartment of the property concerned or his representative for the purpose of installations, alterations or repairs of the common mechanical or electrical services of the property concerned,(i)in ordinary cases, with sufficient notice and at reasonable time, and(ii)in an emergent case, immediately.
