Section 1(3) in The Assam Civil Services (Conduct) Rules, 1965
(3)Save as otherwise provided in these Rules, these Rules shall apply to every person appointed to a civil service or post in connection with the affairs of the State:Provided that nothing in these Rules shall apply to any Government servant who is-(a)a member of an All India Service,(b)a holder of any post in respect of which the Governor has, by a general or special order, directed that these Rules shall not apply.
