Section 75(3) in Chennai City Municipal Corporation Act, 1919
(3)With the sanction of the council, the commissioner may lease, sell or otherwise dispose of any corporation movable property, the value of which exceeds ten thousand rupees and of any corporation immovable properly the value of which exceeds twenty-five thousand rupees.
