Section 10(1) in Kerala Conservation of Paddy Land and Wetland Act, 2008
(1)Notwithstanding anything contained in Section 3, the Government may grant exemption from the provisions of this Act, if such conversion or reclamation is essential for any public purpose and shall notify in the official gazette.
