48. Penalties not to affect other liabilities .-The penalties imposed by [section 39, section 39-A or sections 40] to 47 (both inclusive) shall be in addition to, and not in derogation of, any liability in respect of the payment of compensation or, in the case of a licensee, the revocation of his license, which the offender may have incurred.
