Election of members under clause (a) of section 4 whether for the purpose of initial constitution of the Committee under section 3, or for filling vacancies arising by efflux of time or a casual vacancy, shall be conducted by the Director Gurdwara Elections in accordance with the rules made in this behalf:Provided that no election shall be held to fill a casual vacancy occurring within four months prior to the holding of a general election under this section.
