2. The present is a suo moto writ petition initiated by the Court for construction of pathways for Indian Army Soldiers belonging to the Rajputana Rifles Regiment to cross the ring road in Delhi Cantonment area. On the last date of hearing i.e., 29th May, 2025, the Delhi Cantonment Board (hereinafter 'DCB') had informed the Court that concerned culvert/pathway/land used for crossing the road was under the jurisdiction of Public Works Department (hereinafter 'PWD') and that it had convened a meeting for construction of a Foot over Bridge (hereinafter 'FOB') for W.P.(C) 8370/2025 Page 1 of 3 This is a digitally signed order.

The Order is downloaded from the DHC Server on 28/06/2025 at 00:01:21 facilitating the relevant purpose. In view thereof, the Court had issued notice to Mr. Tushar Sannu, ld. Standing Counsel for PWD to take instructions and appear along with a senior official from PWD today i.e., 30th May, 2025.
3. Pursuant to the previous order, Mr. Chander Bhushan, Superintendent Engineer from PWD has appeared today before the Court along with his team. Mr. Chander Bhushan has obtained instructions and submits that in-principle approval has been given to the construction of FOB over the crossing. However, according to Mr. Bhushan, considering the topography of the area, the vehicular movement as also the metro line in that vicinity, the designing and consequent construction of the FOB will take some time.
4. The Court has perused the photographs of the culvert. While the design, tender issuance, and construction of the Foot Over Bridge (FOB) may proceed, however, parallely, the Superintendent Engineer has agreed to ensure that the entire walking path is cleaned, some basic tiling is carried out within the culvert, and all malba, stones, and other hazardous materials are duly removed. Accordingly, let the cleaning in the areas be undertaken forthwith and photographs shall be placed before the Court on 18th June, 2025 at 10:00 AM along with a status report.
5. During the monsoons, since there is a possibility of a lot of mud and sludge being collected in the area after rains, the maintenance of this area shall be undertaken on a daily basis, so that no inconvenience is caused to the movement of the soldiers through the culvert till the FOB is constructed and operational.
6. Mr. Bhushan has also suggested that a traffic signal could be installed along with a Zebra crossing, utilising which, the soldiers will be able for walking across from barracks to the parade ground at fixed timings.

7. For this purpose, let the DCP, Traffic, Delhi Police be issued notice in this matter. Mr. Sanjay Lao, ld. Standing Counsel (Crl.) shall serve the copy of this order to the concerned DCP.
8. The concerned DCP shall look into the feasibility of installing a traffic signal and creating a Zebra crossing in the relevant spot in a manner so as to ensure that vehicular movement is also not obstructed or impeded in any manner and for limited time, only twice a day.
9. Insofar as the cleaning and beautification of the culvert/pathway is concerned, Mr. Bhushan shall hold a meeting with the Nodal Officer from DCB in the office of Delhi Cantonment Board (DCB) on 3rd June, 2025 (Friday) at 11:00 AM. The Nodal Officer shall coordinate with PWD, so that any work, which is undertaken, is up to the satisfaction of the DCB.
10. List the matter on 18th June, 2025 at 10:00 AM before this Bench.
