(xxi)to provide for co-operation and reciprocity among colleges, institutions and laboratories and the Universities so as to faster the development of academic life and to encourage cluster concept to ensure the fullest utilization of the teaching and infrastructural resources available, on the recommendation of the respective Faculty Council for Post-graduate Studies and to form College Development Council for this purpose if thought necessary;
