Section 6(1)(m) in UGC Regulations on Curbing The Menace of Ragging in Higher Educational Institutions, 2009

(m)The institution shall utilize the vacation period before the start of the new academic year to launch a publicity campaign against ragging through posters, leaflets and such other means, as may be desirable or required, to promote the objectives of these Regulations.
