Section 14(1) in The Goa Command Area Development Act, 1997
(1)All lands comprising the Command Area under one or more pipe outlet shall form into a single unit for the purpose of:-(i)Comprehensive land development;(ii)Maintenance and upkeep of "irrigation" system.
