Section 7(2) in Urban Street Vendors and Hawkers (Registration and Regulation) Bye-laws, 2010
(2)Till such time as a superintendent is appointed, and, thereafter, if a superintendent is not appointed under bye-laws (1) within the prescribed time, the Commissioner or any officer appointed by him shall be deemed to be the Superintendent under these bye-laws.
