Section 9(4) in The Rajasthan Secondary Education Act, 1957
(4)grant certificates and diplomas to such persons as-(a)have pursued a course of study in a recognised institution,(b)are teachers of recognised institutions, or(c)have studies privately under conditions laid down in the regulations,and have passed the examination of the Board;
