Section 309(2) in The Chhattisgarh Municipalities Act, 1961
(2)No order for stay of execution shall be made under sub-section (1) unless the appellate authority making it is satisfied-(a)that substantial loss may result to the party applying for stay of execution unless the order is made; and(b)that the application has been made without unreasonable delay.
